Wrong Voltage

These are rated for 12-18 VDC. It used to work on my bike then got dim so I bought another one.... same issue. It is now only putting out 10 VDC... I got no reply to my message. Just messaged again for advice. Had to buy a clip on which was an additional cost...

Ordered Front Head Light Replacement- Denago Commute 1. Received derailleur hanger. What do I need to do? I was charged for front lamp, 4 times the hanger.
